The Ministry of Transport Malaysia (MOT) has released updated information on the improved application procedure for the exchange of a foreign driving license to a Malaysian Driving License (LMM) This process applies only to three categories of drivers in Malaysia and the updated procedure is directed to those in the first category:
- (i) Malaysian citizens who only have a foreign driving license
- (ii) participants in the Malaysia My Second Home (MM2H) programme
- (iii) applicants under the diplomatic corps category
These changes appear to be a direct response to difficulties expressed by Malaysians during and in line with current developments, to ensure that the mobility of Malaysians working, residing or having business abroad is not disrupted, Malaysian citizens who have a valid foreign driving license, still in force and without any restrictions, may be considered for conversion to LMM subject to compliance with record checks and SOPs set by JPJ.
The updated Standard Operating Procedures (SOP) set by the Malaysian Road Transport Department (JPJ) are aimed at ensuring that driver licensing in this country complies with the regulations in force and ensures the level of driving competence of the applicant. It also aims to facilitate applications for the exchange of a foreign driving license to a LMM by taking into account the current needs and mobility of Malaysians, especially in the current challenging global and domestic economic environment.
Application procedure to exchange to a Malaysian Driving License
Applications for conversion of foreign driving licenses to LMM for Malaysian citizen categories involving the improved procedures above can be carried out at all State Road Transport Department offices starting 1st June 2026. The conditions and application procedures can be referred to via the official JPJ website, and the application form may also be downloaded at https://www.jpj.gov.my/ starting from 1st June and accompanied by payment of the fee rates charged for the process involved.
