In 2019, before world travel was affected by border closures due to the Covid-19 pandemic, the most trafficked international airline route in the world was between Kuala Lumpur and Singapore, with over 30,000 flights a year. After enduring border closures in both countries for much of the past two years, the air route reopens on 29th November 2021. After many requests for the land route to also reopen, this will now occur simultaneously between Johor and Singapore.
Air route reopens with conditions
Joint consultations between the two governments mean that the route will be allocated a share of the Vaccinated Travel Lane (VTL) flights by air for travellers between Singapore and other countries. These are allocated to specific flights between the two countries and passengers wishing to avoid quarantine upon arrival, must fulfil various criteria. The six daily services will be shared between AirAsia (7 x weekly), Jetstar Asia (7 x weekly), Malaysia Airlines (7 x weekly), Malindo Air (7 x weekly), Scoot (4 x weekly) and Singapore Airlines (10 x weekly).
To secure a seat on a VTL flight into Malaysia, you must:
- have stayed in Singapore for 14 days prior to departure
- must have completed a full regime of a Covid-19 vaccine recognised by the Ministry of Health
- undergo a RT-PCR test within two days prior to departure and produce a negative result
- Travellers to Malaysia must also have a RT-PCR test on arrival and wait for their test results at the designated waiting area at KLIA before leaving.

Travellers in to Kuala Lumpur on VTL flights are not required to apply for a MyTravel Pass from the Immigration Department of Malaysia.
VTL flights are not currently available for transit passengers through Singapore to Malaysia.
A statement from Malaysia’s Ministry of Transport notes that short-term visitors, including business and official travellers, must also:
- Obtain a valid visa for visa-required visitors
- Purchase a return ticket (both must be VTL flights)
- Carry travel insurance with a minimum coverage of RM100,000 for Covid-19-related medical treatment and hospitalisation costs.

Malaysia Airlines
From 29th November 2021, Malaysia Airlines will deploy its Airbus A330 aircraft and operate daily return flights from Kuala Lumpur to Singapore between 29th November to 31st December 2021, gradually increasing to 35 weekly flights between January and March 2022, also utilising its Boeing 737-800.
