Covid-19 is spreading and though calm is necessary, it’s important to take precautions to ensure the infection doesn’t continue to spread. As a consequence, India has introduced a Self-Declaration Form for travellers to India to complete on arrival. This will speed the health checking process when you arrive.
Update on Covid-19 for travellers from the Indian Government. This information is more up to date as at April 2022.
IndiGo is a major Indian low-cost airline. They fly to 24 international destinations, including Kuala Lumpur and Singapore with code-share on to Australian cities. The airline are advising passengers that all arriving international passengers save a long wait upon arrival, by preparing their completed form (with a copy) in advance. While Covid-19 isn’t specifically mentioned in the form, this is to help identify potential carriers. The form can be used by passengers on any airline.
AirAsia has recently recommenced flights to India, via their AirAsia Malaysia AK flights with AirAsia X also restarting flights to New Delhi in April 2022.
Self-Declaration Form – Airline statement
As received:
Please ask all passengers travelling to India to take a print of this form and fill it before arrival. Passengers are facing lot of difficulty when they arrive in India as there is severe shortage of these forms and have to wait long hours to get the form, fill it and then clear immigration.
…… This form needs to be printed and filled in duplicate. One copy will be retained by the Health checking officer & one will be given back to you with stamp “checked/ok”.
This will need to be given to the Immigration officer along with passport. Immigration officer will retain this form and clear you for entry.
UPDATE: Complete the form on this Airsuvidha page and submit. Make sure you keep a copy.

This is the latest information we have from the Indian government: https://boi.gov.in/content/advisory-travel-and-visa-restrictions-related-covid-19 . If you are an Indian citizen, you should be OK coming from Russia, but I would check with your airline as they will have the most recent information.
