Free feeder buses are due to be operational in Penang from 1st April 2018. They will cover 12 routes, six on the island, and six on the mainland. The free ‘Hub-and-Spoke’ bus service will be known as CAT (Congestion Alleviation Transport).

While the exact routing has yet to be announced, the new service will pass important locations, including hospitals, educational institutions, government offices, shopping centres and markets.
The service runs from 6am until 10pm daily and is free for all commuters. Once you transfer to the RapidPenang Bus service, however, you will have to pay for your ticket.
On the island, the six route locations are identified as
- part of George Town
- Tanjung Tokong
- Sungai Dua
- Bayan Baru
- Air Itam
- Balik Pulau
In Georgetown, the shuttle route includes Komtar, Penang Plaza, Wisma Persekutuan, Wisma TNB, KWSP and Gleneagles Hospital, around 8km. All services will run in a constant loop.
On the mainland, the areas covered are
- Bertam
- Bukit Mertajam
- Simpang Ampat
- Nibong Tebal
- Seberang Jaya
- Batu Kawan
